What "Biodegradable" Means on a Cleaning Product Label (and What It Doesn't)

"Biodegradable" shows up on more cleaning product labels every year, and it means almost nothing on its own. There's no federal requirement that a company prove the claim before printing it, no standard percentage threshold buyers can check against, and no single timeframe the word implies. A bottle can say "biodegradable" and degrade in ten days or ten years — both technically qualify under how loosely the term gets used. If you've ever wondered what biodegradable actually means on a cleaning label, the honest answer is: it depends entirely on who's making the claim and whether they can back it up.

I get asked about this constantly, usually by someone standing in a store aisle trying to decide between two nearly identical spray bottles. One says "biodegradable formula." The other doesn't mention it at all. Neither tells you what you actually need to know, which is how fast the ingredients break down, into what, and under what conditions. This post covers what the term is supposed to mean scientifically, how regulators treat it, and how to tell a real biodegradability claim from a marketing one.

What "biodegradable" technically means

Biodegradation is the process by which microorganisms — bacteria, fungi, algae — break a chemical compound down into simpler substances: carbon dioxide, water, minerals, and biomass. That's it. The word doesn't specify a speed, a percentage, or an environment. A compound could be "biodegradable" in the sense that it will eventually break down over centuries, which makes the term almost useless without a defined test standard attached to it.

This is why the scientific and regulatory communities distinguish between a few different tiers of the claim:

  • Readily biodegradable — breaks down quickly and completely under standardized aerobic test conditions, typically 60-70% degradation within a 10-day window inside a 28-day test period
  • Inherently biodegradable — shows some degradation under test conditions, but doesn't meet the ready biodegradability threshold or timeframe
  • Persistent / non-biodegradable — shows little to no breakdown under the same test conditions

Only the first tier is what most people picture when they read "biodegradable" on a label. The other two categories still allow a company to use degradation-adjacent language without lying, exactly, which is the loophole most consumer marketing lives in.

The actual test: OECD 301

The standard most legitimate biodegradability claims are built on is the OECD 301 series — a set of internationally recognized test methods for "ready biodegradability" developed by the Organisation for Economic Co-operation and Development. There isn't one OECD 301 test; there are several (301A through 301F). Some track dissolved organic carbon removal, others measure CO2 evolution or oxygen consumption, and which one applies depends on the chemical being tested.

The pass threshold across these methods is consistent: a substance has to reach roughly 60-70% degradation within a 10-day window, inside an overall 28-day test period, to be classified as readily biodegradable. Surfactants — the cleaning agents doing the actual work in soap, detergent, and multi-surface spray — are notoriously tricky to test this way, because at the concentrations required for testing, some surfactants show antimicrobial activity that suppresses the very microorganisms meant to break them down. That can produce a false negative, making an ingredient look less biodegradable than it actually is at real-world dilution. This is a known limitation researchers have documented and continue to refine test protocols around.

None of this appears on a bottle. What you get is one word, no citation, and no way to independently verify it without contacting the manufacturer directly.

What regulators actually require (and don't)

In the U.S., there's no FDA or EPA rule mandating a specific test be passed before a company can print "biodegradable" on a cleaning product. What exists instead is the FTC's Green Guides — guidance (not a binding regulation with pre-market enforcement) on how environmental marketing claims should be substantiated to avoid being deceptive under existing false-advertising law. The Green Guides say a biodegradability claim needs competent scientific evidence that the product will "completely break down and return to nature" within a reasonably short period after disposal — generally interpreted as about one year for most products in most disposal environments.

The catch: the FTC doesn't pre-screen these claims. Enforcement happens after the fact, if a claim is challenged, and challenges are rare unless a competitor or watchdog group flags it. So a company can put "biodegradable" on packaging today and never be asked to produce the underlying test data unless someone complains.

The EPA runs a separate, voluntary program called Safer Choice, which does independently verify formulations — including biodegradability, aquatic toxicity, and ingredient safety — before a product can carry the Safer Choice label. That's a meaningfully stronger signal than an unverified "biodegradable" claim on a package, because a third party actually checked the formulation against defined criteria before the label went on.

Biodegradable vs. compostable vs. non-toxic

These three terms get used almost interchangeably in marketing copy, and they measure completely different things.

That last row is the one that trips people up most. A substance can be readily biodegradable and still be toxic to fish or algae while it's degrading — the breakdown timeline and the toxicity profile are independent variables. Conversely, something can take a long time to biodegrade and pose very little acute toxicity risk. Neither term substitutes for the other, and a label that leans on "biodegradable" as shorthand for "safe" is asking you to make an inference the word doesn't support.

Where biodegradability actually matters most

For a household cleaning product, the relevant question isn't "does this eventually break down somewhere on Earth." It's what happens after it goes down your drain. Wastewater treatment plants remove and degrade a meaningful share of common surfactants before effluent reaches rivers and streams, but treatment efficiency varies by plant, by region, and by the specific surfactant class. Readily biodegradable surfactants clear treatment more completely and pose lower risk to aquatic ecosystems downstream. Poorly biodegradable ones can persist through treatment and accumulate in surface water.

This is genuinely relevant to formulation decisions, not just a nice-to-have marketing checkbox. When I'm evaluating a surfactant blend for AEMBR products, biodegradability data (ideally OECD 301-tested, not just asserted) is one of the factors that determines whether an ingredient makes the cut, alongside skin safety and cleaning performance. It's a real tradeoff space — some of the most effective plant-derived surfactants also test as the most readily biodegradable, which is a nice alignment when it happens, but it isn't guaranteed by "plant-derived" alone. Palm-derived surfactants, for instance, can be plant-based and still raise separate sourcing and environmental questions that have nothing to do with biodegradation.

How brands dress up an unverified claim

A few patterns show up often enough that they're worth naming. A leaf icon or green color scheme on the label, with no accompanying standard or number. The phrase "plant-derived" or "naturally sourced" used as a stand-in for biodegradability, when the two aren't the same claim — a plant-derived compound can still be persistent if it's been heavily processed or chemically modified. "Eco-friendly" or "green formula" language with nothing underneath it. And a quieter version: a biodegradability claim on the surfactant while the fragrance, preservative, or dye package in the same product goes untested and unmentioned.

None of these are illegal under current U.S. rules, because enforcement of the Green Guides is reactive rather than pre-market. That's the gap a label reader has to close themselves.

Questions to ask before trusting a "biodegradable" claim

  • Does the brand cite a specific test standard (OECD 301, ASTM, or similar), or just the word "biodegradable" alone?
  • Is there a percentage and timeframe attached ("90% biodegradable within 28 days"), or is the claim unquantified?
  • Does the product carry an independent verification, like EPA Safer Choice, rather than a self-asserted claim?
  • Is "biodegradable" being used to imply "non-toxic" without separately addressing aquatic or human toxicity?
  • Can the company produce the underlying test data if you ask? (Most won't be asked. Fewer than you'd think can actually produce it.)

A quick physician's summary

"Biodegradable" describes a process, not a safety guarantee. It tells you a substance can eventually be broken down by microorganisms — it doesn't tell you how fast, into what, or whether it's harmful in the meantime. The only version of the claim worth trusting is one backed by a named test standard, a quantified result, and ideally independent verification like EPA Safer Choice. Everything else is a word doing marketing work it was never built to do.

If you're formulating or buying cleaning products with sustainability in mind, look past the single word on the front of the bottle. Ask what test was run, what threshold was hit, and whether anyone outside the company checked the math. That's the difference between a claim and a fact.
