Is "Fragrance" on a Label Always a Red Flag? A Formulator's Honest Take

The word "fragrance" on an ingredient list makes a lot of clean-living advocates reflexively nervous — and honestly, for good reason. For decades, the term has functioned as a legal black box: a single word that can mask anywhere from a handful to hundreds of individual chemical compounds, some of which have legitimate safety concerns. But after years of formulating fragranced products under a strict no-phthalate, no-carcinogen standard, I want to give you a more honest answer than "fragrance = bad." The reality is more nuanced — and understanding that nuance is what actually helps you make better choices.

In this post I'll walk you through what "fragrance" legally means on a label, which components of fragrance compounds actually warrant concern, how to evaluate a brand's fragrance position, and what AEMBR does differently. The goal isn't to scare you or sell you — it's to give you the same framework I use as both a physician and a formulator.

What Does "Fragrance" Actually Mean on an Ingredient Label?

In the United States, the FDA allows cosmetic and cleaning product manufacturers to list the collective term "fragrance" (or "parfum") on an ingredient label without disclosing the individual components that make up that fragrance blend. This exemption exists because fragrance formulas are considered trade secrets under the Fair Packaging and Labeling Act.

The practical effect: a single ingredient declaration of "fragrance" can contain dozens to hundreds of individual aroma chemicals, carrier solvents, fixatives, and preservatives. The International Fragrance Association (IFRA) recognizes over 3,000 raw materials used in fragrance production. Consumers have no way to know, from the label alone, which ones are present.

This is the disclosure gap that legitimately concerns toxicologists and clean-formulation advocates. But the gap itself is not the same as toxicity — it's a transparency problem, not automatically a safety problem. Those are different things worth keeping separate.

The Ingredients Within "Fragrance" That Actually Matter

Not every molecule in a fragrance compound carries the same risk profile. Here are the categories that have earned meaningful scrutiny in the scientific literature:

Phthalates

Phthalates — particularly diethyl phthalate (DEP), dibutyl phthalate (DBP), and benzyl butyl phthalate (BBP) — have historically been used as fixatives in fragrance to extend scent longevity. The concern is endocrine disruption: phthalates have been classified as suspected endocrine disruptors by the EU's ECHA, and animal studies (as well as some human epidemiological data) link high phthalate exposures to reproductive and developmental effects. The EU restricted several phthalates in cosmetics years ago. In the U.S., they remain legal in fragrance under the trade-secret exemption. This is the most concrete, evidence-supported concern within the fragrance category.

Synthetic Aroma Chemicals with Sensitization Potential

IFRA maintains a list of regulated and restricted fragrance materials — largely because of skin sensitization data. Compounds like HICC (hydroxyisohexyl 3-cyclohexene carboxaldehyde), isoeugenol, and cinnamal are known contact allergens and are restricted or banned by IFRA in certain product categories and concentration levels. For people with fragrance allergies or sensitivities, this matters regardless of the "natural" or "synthetic" origin of the material.

Lilial (Butylphenyl Methylpropional)

Lilial, a synthetic muguet-type aroma chemical once common in perfumery, was banned in EU cosmetics in 2022 over reproductive toxicity concerns (Category 1B under CLP). While no longer widely used by responsible formulators, it's an example of how safety data on individual fragrance components continues to evolve — and why "legacy" fragrance suppliers matter.

Carrier Solvents

Fragrance oils are typically diluted in a carrier solvent — most commonly isopropyl myristate, dipropylene glycol (DPG), or alcohol. These are generally low-concern, well-studied materials, but they're still part of the "fragrance" disclosure black box.

What "Fragrance-Free" Means vs. "Unscented"

These two claims are not synonymous, and mixing them up leads to confusion for sensitive-skin shoppers.

When "Fragrance" Is Not a Red Flag

Here's where I want to push back on the most absolutist version of the "fragrance = bad" claim. The concern is specific: it's about undisclosed phthalates, undisclosed allergens, and lack of transparency. Those problems are real. But not all fragrance compounds are created equal, and "fragrance" on a label can represent a phthalate-free, IFRA-compliant, third-party-tested blend that happens to be protected as a trade secret by the manufacturer.

The question isn't whether the label says "fragrance" — it's what the brand can tell you about what's in it and what it excludes. A brand that voluntarily discloses its phthalate-free status, identifies its fragrance supplier, references IFRA compliance, and publishes full ingredient lists for every other component is in a fundamentally different position than a brand that says nothing and relies on the trade-secret exemption to avoid scrutiny.

Transparency of intent and transparency of formulation are both signals worth weighing.

The IFRA Standard: What It Does and Doesn't Tell You

IFRA — the International Fragrance Association — publishes a Transparency List of all raw materials currently used by the global fragrance industry, and sets usage standards that limit the concentration of specific materials in different product categories (leave-on vs. rinse-off, home care vs. fine fragrance, etc.).

IFRA compliance is meaningful: it means a fragrance formula has been reviewed against a regulated library of restricted and prohibited materials, with concentration limits set by risk assessment. It does not, however, guarantee phthalate-free status, because some phthalates remain on IFRA's permitted list at restricted levels.

For the highest confidence level, you want: IFRA compliance plus an explicit phthalate-free declaration from the brand, backed by their fragrance supplier documentation.

How to Evaluate a Brand's Fragrance Position

When I look at a competing product or evaluate a fragrance supplier, here's the checklist I actually use:

Is the fragrance phthalate-free? Explicit yes — not implied, not vague
Is it IFRA-compliant? Yes, with documentation from the fragrance supplier
Are any restricted allergens disclosed? EU-style allergen disclosure (26 regulated contact allergens) is the gold standard
What is the carrier solvent? DPG, isopropyl myristate, or alcohol are standard; mineral oil is a lower signal
Has the fragrance been EWG-evaluated? EWG's fragrance scoring assesses allergen and toxicity concerns — useful second opinion
Does the brand use "natural fragrance" language? Natural fragrance is unregulated — it's a marketing claim, not a safety standard

Essential Oils vs. Synthetic Aroma Chemicals: Which Is Safer?

This is one of the most persistent misconceptions in the clean fragrance conversation: that essential oils are inherently safer than synthetic aroma chemicals because they're "natural."

The data doesn't support that framing. Essential oils are complex chemical mixtures — some contain high concentrations of known contact allergens (limonene in citrus oils, linalool in lavender and rose), and some are photosensitizing (bergapten in bergamot). Poorly sourced or oxidized essential oils can be more sensitizing, not less, than their synthetic equivalents.

Synthetic aroma chemicals, by contrast, can be produced to pharmaceutical-grade purity, tested in isolation, and used at exactly characterized concentrations. Many are structural analogs of natural aromatics that have been engineered specifically to reduce allergen load.

The honest position: both essential oils and synthetic aroma chemicals can be formulated safely or poorly. The determinative factors are the specific molecules used, the concentrations, the IFRA compliance standard applied, and the quality of the supplier — not the "natural vs. synthetic" binary.

What AEMBR Does Differently

When I started formulating AEMBR's fragrance line, I set a non-negotiable standard before we launched a single product:

  • Zero phthalates. Every fragrance oil is sourced from suppliers who document phthalate-free status — DEP, DBP, BBP, and DEHP are explicitly excluded, not just limited.
  • IFRA compliance for every blend. We don't use fragrance materials that fall outside IFRA's regulated usage limits for our product categories.
  • No carcinogens. I ran our fragrance inputs through the same IARC and NTP classification screens I'd apply to pharmaceutical compounds.
  • Supplier documentation on file. We can pull SDS sheets, IFRA compliance letters, and phthalate-free certifications for every fragrance oil in our portfolio.

When you see "fragrance" on an AEMBR label, you're looking at a phthalate-free, IFRA-compliant blend used in a formulation built to the same ingredient standards I'd apply if I were prescribing it. That's not a marketing claim — it's the standard I set because I use these products in my own home, around my own children.

The EWG Fragrance Database: A Useful (But Incomplete) Tool

The EWG Skin Deep database scores fragrance compounds on a 1–10 hazard scale. It's a useful consumer reference — but worth understanding its methodology. EWG scores are based on available data on ingredient hazard at any concentration, not on the actual concentration or formulation context. A molecule that causes sensitization at 5% concentration in a leave-on product may be well within safe limits at 0.1% in a rinse-off product. EWG scoring doesn't always capture that nuance.

Use EWG as a starting point and a flag-raiser, not as a definitive pass/fail system. Pair it with IFRA compliance documentation from the brand for a more complete picture.

The Disclosure Landscape Is Changing

The regulatory environment around fragrance disclosure is shifting. California's Cleaning Product Right to Know Act (AB 1989) requires manufacturers of household cleaning products sold in California to disclose "fragrance ingredients" — defined as intentionally added ingredients used to impart or mask odor — at or above 0.01%. This is a meaningful shift toward EU-style transparency in the U.S. market.

The EU has required disclosure of 26 specific fragrance allergens on cosmetic labels above set thresholds since 2005, and expanded that list in 2023. Globally, the direction is toward more transparency, not less — which is why brands that already disclose proactively are better positioned than those relying on the trade-secret exemption.

What to Look For (and What to Ignore)

Checklist for evaluating a fragrance claim on a product label:

  • ✅ Explicit phthalate-free declaration from the brand
  • ✅ IFRA compliance stated or available on request
  • ✅ Fragrance allergen disclosure (EU-style or equivalent)
  • ✅ Named fragrance supplier or documentation available
  • ✅ EWG evaluation of fragrance score (flag only — not pass/fail)
  • ❌ "Natural fragrance" with no further specification — this is a marketing phrase
  • ❌ "Clean fragrance" with no definition — also unregulated
  • ❌ Relying solely on the brand's marketing language without underlying documentation

My Bottom Line as a Physician and Formulator

"Fragrance" on a label is not automatically a red flag. It is a transparency gap — and how a brand responds to that gap is the actual signal. Brands that proactively disclose phthalate-free status, IFRA compliance, and supplier documentation are operating in good faith. Brands that use the trade-secret exemption to avoid scrutiny while making clean-adjacent marketing claims deserve more skepticism.

The most important thing I can tell you is this: don't outsource your evaluation to a single word on a label, in either direction. "Fragrance" is not evidence of toxicity. It is evidence of incomplete information — and your job as a consumer is to ask what fills that gap.
